The Crossroads Competency Restoration Training Program (CCR) is specifically designed for assisting to restore competence to adults with Intellectual/Developmental Delay (IDD) and juveniles with or without an IDD in a jail or community setting.  Our program begins by assessing an individual’s strengths and targeting those areas of knowledge and skills which need improvement.

Competency Restoration Training Program

The Crossroads Competency Restoration Program is to be utilized with individuals that have been found incompetent to stand trial and court ordered to competency training.

Referrals for the program are accepted from Regional Centers or Court Services.

Timeframe

The statute of limitation for restoration of competency to stand trial is a maximum of three years for felony charges; and one year for misdemeanor charges, or the maximum sentence for the misdemeanor charge, whichever is greater.

Our program is tailored toward helping an individual achieve competency within 6 months (180 days) assuming consistent attendance and participation. However, functioning level, cognitive capacity, and the motivation of the individual could contribute to additional time spent in training.

Prior to the start of the restoration process, CCR trainers review all available records (including previous testing).  Additionally, trainers consult with previous clinicians, caseworkers, and attorneys (when available) involved in the case to gain a better understanding of an individual’s areas of strength and limitation.

Following an intake, complete with testing, the competency restoration begins. Our program is designed for trainers to meet with individuals twice weekly in a jail or community setting for targeted 50-minute individual sessions.

We provide monthly training reports to the Court and the Court is notified when the individual has completed training or if barriers to training arise

The Court is notified at the earliest opportunity should the training team determine that there is a substantial likelihood that the individual will not regain their mental competence to assist in their own defense within the statutory period.

Curriculum

The Crossroads Restoration Program curriculum addresses the Dusky Standard for competency to stand trial. The material is highly adaptable for individual needs and cognitive functioning level.

Intake

Includes establishing baseline of the individual’s knowledge level and learning style

Training

With a focus on Cognition, Emotions/Behavior/Mental Health, and Socialization; the method includes fact-based and application-based training completed in two stages.

Training focuses on guiding the individual toward both an understanding of court procedures, the individuals' rights as a defendant, and guidelines for appropriate courtroom behavior and interactions with their attorney and other court personnel.

We accomplish training through both application based and fact-based training, allowing for multiple modalities to help individuals learn and apply presented materials through quizzes, homework assignments, and role-play of courtroom scenarios.

Certification of Competence

Completion of individual training
Successful participation in final Mock Trial
Demonstrated progress as compared to baseline as measured by post-tests

Professional Training

Crossroads provides on-site competency restoration training to agencies and their staff in the areas of Competency to Stand Trial (PC1369/WIC 4.5) and Competency Restoration (PC1370.1(B).
Training typically includes three days of on-site training. Training can be modified to address the needs of the agency seeking training services.

Consultation

Our staff is available to agencies providing competency restoration and evaluation.
Consultation will cover, but is not limited to: telephonic discussion with one of our experts in the area of Competency about evaluations, intake, malingering, training, etc. and/or report review.
